| Federal Program Description |
Provides employment and training services to dislocated workers through the one-stop system. Training services may include occupational skills training, on-the-job training (OJT), programs that combine workplace training and related instruction including registered apprenticeship and training programs operated by the private sector, skill upgrade and retraining, entrepreneurship training job readiness training, adult education and literacy training and customized training.

| Flow of Funds |
NYSDOL administers the funding. At least 60% of funds are passed down to NYS’ 33 Local Workforce Investment Areas for dislocated worker participant training and supportive services, local area staff and other operational costs. Up to 25% of funding is reserved at the State Level for Rapid Response activities. The remaining 15% of the funds are retained at the state to support innovative training programs and to support local area oversight, technical assistance and administrative activities. Disbursement occurs at the state and local level.

For-profit or not-for-profit organizations that are duly incorporated and eligible to do business in New York State are eligible to apply. A WIA Grant Recipient may apply on behalf of a Local Workforce Investment Board that is not incorporated.

| Eligible Entries |
In order to be considered for an award, an applicant (and all members of consortium proposals) must:
1. Be a private sector, for-profit, or not-for-profit business, and have four or more employees; or a consortium of two or more such businesses that have the same training needs.
2. Be headquartered or have at least one physical location in New York State at the time the proposal is submitted. (Funds awarded to applicants must be expended on employees working at the applicant's New York State facilities.)
3. Have contacted their local workforce investment area [see Section III (C) of this RFP].
