| Federal Program Description |
Provides employment and training services to adults through the one-stop system. Training services may include occupational skills training, on-the-job training (OJT), programs that combine workplace training and related instruction including registered apprenticeship and training programs operated by the private sector, skill upgrade and retraining, entrepreneurship training job readiness training, adult education and literacy training and customized training.

| Flow of Funds |
NYSDOL administers the funding. At least 85% of funds are passed down to NYS’ 33 Local Workforce Investment Areas for adult participant core, intensive, and training services, needs related payments, and supportive services, included local area staff-provided services and other operational costs. The remaining 15% of the funds are retained at the state to support innovative training programs and to support local area oversight, technical assistance and administrative activities. Disbursement occurs at the state and local level.

Educational institutions, such as Community Colleges, BOCES programs, and school districts. In addition, duly incorporated for-profit and not-for-profit organizations, including Community based organizations (CBO’s) and Local Workforce Investment Areas that are eligible to do business in New York State are eligible to apply. A WIA Grant Recipient may apply on behalf of a Local Workforce Investment Board that is not incorporated.
