Provides additional administration funding to States to be used for the implementation of the Unemployment Insurance Modernization incentive, improved outreach to individuals that may be eligible for regular unemployment compensation under Unemployment Insurance Modernization, improvement of unemployment benefit and tax operations and staff-assisted reemployment services.
