Federal Program Description

The ARRA authorizes the National Telecommunications and Information Administration (NTIA), U.S. Department of Commerce to expend up to $350 million for the purposes of developing and maintaining a broadband inventory map and pursuant to the Broadband Data Improvement Act (BDIA).  NTIA expects grant awards to range between $1.9 million and $3.8 million per state for the mapping portion of each project, and up to $500,000 for the planning portion of each project.  Awardees will use the broadband-related data that they collect to develop statewide broadband maps, which will be linked to a Department of Commerce webpage. In addition, the awardees will submit all of their collected data to NTIA for use by NTIA and the Federal Communications Commission (FCC) in developing and maintaining the national broadband map, which will be displayed on an NTIA webpage before February 17, 2011.

ARRA Reporting

Required Data Elements. The awardee and each contractor engaged by the awardee must submit the following information to NTIA: i. the total amount of Recovery Act funds received; ii. the amount of Recovery Act funds received that were expended or obligated to projects or activities; iii. a detailed list of all projects or activities for which Recovery Act funds were expended or obligated, including (a) the name of the project or activity; (b) a description of the project or activity; (c) an evaluation of the completion status of the project or activity; (d) an estimate of the number of jobs created and the number of jobs retained by the project or activity; and iv. detailed information on any subcontracts or subgrants awarded by the awardee to include the data elements required to comply with the Federal Funding Accountability and Transparency Act of 2006 (Public Law 102-282), allowing aggregate reporting on awards below $25,000 or to individuals.

Flow of Funds CSCIC filed its grant application for $4.3 million on September 1, 2009.  The original Notice of Funding Availability indicated that awards would be announced starting on or about September 15, 2009.  CSCIC's application includes a detailed project plan for undertaking the five year project using a combination of in-house capabilities and resources as well as contractual services

Eligible Entries

Eligible recipients of State Broadband Data Program grants are:
(a) Entities that are either (i) an agency or instrumentality of a State, or a municipality or other subdivision (or agency or instrumentality of a municipality or other subdivision) of a State; (ii) a nonprofit organization that is described in Section 501(c)(3) of the Internal Revenue Code of 1986 and that is exempt from taxation under Section 501(a) of such Code; or (iii) an independent agency or commission in which an office of a State is a member on behalf of the State; and (b) The single eligible entity in the State that has been designated by the State to receive a grant under the Notice of Funding Availability.
