| Federal Program Description |
The Department of Energy (DOE) is focused on supporting the U.S. industry's scaling up of manufacturing, production, and distribution so solar technology can become cost competitive with conventional sources of energy. DOE will provide Recovery Act funding to accelerate widespread commercialization of clean solar energy technologies across America. These activities will leverage partnerships that include DOE's national laboratories, universities, local government, and the private sector, to strengthen the U.S. solar industry and make it a leader in international markets. This is part of the Applied Research, Development, Demonstration and Deployment Activities program for technologies related to energy efficiency and renewable energy.

The Photovoltaic (PV) Technology Incubator projects within the Solar Energy Technologies Program focus on developing prototype PV components and systems and barriers to entry for 2010 commercialization. The goals of the projects include exploring the commercial potential of new manufacturing processes and products; fostering innovation and growth in the domestic PV industry; establishing an efficient and cyclic funding opportunity; and expanding and diversifying domestic "market-ready" PV technologies. The primary objective: shorten the timeline for companies to transition innovative prototype and pre-commercial PV technologies into pilot and full-scale manufacture. The main goals:
o Substantively accelerate development of U.S.-produced PV systems so that PV-produced electricity reaches parity with the cost of electricity in select grid-tied target markets across the nation (identified in Table 3-1, below). o Expand the U.S.-installed domestic capacity of PV systems to 5-10 gigawatts (GW).
