Flow of Funds Under the Victims of Crime Act (VOCA), each state compensation program receives an annual grant equal to 60% of what the program spends in state money annually.  The calculation for the grant in any given federal fiscal year is based on the state dollar payout for the federal fiscal year two years previous to the year of the federal grant.  Victims of crime in New York submit crime victim compensation applications to the New York State Crime Victims Board (CVB).  CVB investigates the claim, determines eligibility and compensable loss, if any, and renders a decision, which may include financial compensation.
