Federal Program Description Federally Qualified Health Centers (FQHC) – Services. FQHCs provide healthcare services to low–income and medically underserved communities. These include: Community Health Centers, Immigrant/Migrant Health Care Clinics, and Public Housing Primary Care Clinics. FQHCs provide general health and wellness care, dental care, mental health and substance abuse care, regardless of the patient’s ability to pay. ARRA includes funds for grants to support new sites and service areas, increase services at existing sites, and provide supplemental payments for spikes in uninsured populations to health centers that receive operating grants under section 330 of the Public Health Service (PHS) Act, as amended (42U.S.C. 254b).

Flow of Funds Directly from the federal government; these funds do not flow through the State.  Health Center Program grantees requesting ARRA funds must demonstrate how these funds will be used to increase the number of total patients and uninsured patients served. Strategies to expand services may include, but are not limited to, adding new providers, expanding hours of operations, and/or expanding existing health center services.
