Federal Program Description

The Community Development Block Grant Program (CDBG) provides annual grants on a formula basis to entitled cities, urban counties and states to develop viable urban communities by providing decent housing and suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

ARRA Reporting Excluding the Office of Management and Budgets requirement of ARRA 1512 Reporting, as of September 15, 2009, the reporting requirements for CDBG-R Program have not fully been established by HUD. It is anticipated that the existing outcome performance measurement system established by HUD will be augmented to incorporate additional reporting requirements for the reporting of jobs. The current reporting system provides for the collection of information on the outcomes/accomplishments and beneficiaries of CDBG funded activities. Data is collected on each activity funded with CDBG funds and maintained in the Office of Community Renewal's (OCR) Funds Management System (FMS) which electronically interfaces with and transfers data to HUD's Integrated Disbursement and Information System (IDIS). The data supplied to HUD via the IDIS system is the data used by HUD to report annually to Congress on the expenditures and accomplishments of the CDBG Program nationally. The OCR utilizes FMS to manage and track New York State's CDBG funding. The system is a program management system with financial and internal controls that will provide for the collection of AARA data, the tracking of projects and funding and program reporting. In addition to the current information collected for infrastructure activities such as the number of persons and households in the project area benefiting from the activity and the number of persons with new access to the public facility, infrastructure or public service; the OCR is prepared to collect additional information such as the number of full-time and part-time jobs created and retained, the wages of the jobs created and retained and the classification of each job created or retained. The OCR is prepared to report the following information as it pertains to the CDBG-R Program: Name of grantee including their DUNS and CCR #, address, contact information, award amount, proposed project costs, funding sources and project description. The current program management process practiced by OCR should address the ARRA and the Transparency and Accountability requirements. The OCR is prepared to institute new policies and procedures to ensure further compliance with all applicable requirements. All of the data collectedand reporting will be accomplished using the FMS which has been utilized by OCR since 2000.

Flow of Funds HUD distributes CDBG funds annually to States based on a formula which accounts for population size, poverty, incidence of overcrowded housing and age of housing. New York State grants these funds to cities, towns and villages through an application process that evaluates eligibility, need, feasibility and impact. Eligible applicants apply for funding for a specific project or for the implementation of a program such as a housing rehabilitation, homeownership or microenterprise program.
