Under the Recovery Act, the Alternative Fueled Vehicles Pilot Grant Program, also known as the Clean Cities program, will fund a range of energy efficient and advanced vehicle technologies, such as hybrids, electric vehicles, plug-in electric hybrids, hydraulic hybrids and compressed natural gas vehicles, helping reduce petroleum consumption across the U.S. In addition, funding will support refueling infrastructure for various alternative fuel vehicles, including biofuels and natural gas. Other efforts under the Program include public education and training initiatives to further the program's goal of reducing the national demand for petroleum.

| Flow of Funds |
Proposals for competitive funds are submitted by eligible entities to DOE. NYSERDA received an award for projects located in areas covered by Clean City coalitions in Western New York, New York City and the Lower Hudson Valley, Capital District, Central New York and Rochester. NYSERDA will issue contracts for the projects.

| Eligible Entries |
For ARRA funded Area of Interest (AOI 4): As required by section 721 of the EPACT 2005, prospective applicants shall be limited to State or local governments or a metropolitan transportation authority, or combinations of these, and a designated Clean Cities Coalition in order to apply to the program funding. Any of these four entities may be the lead applicant. Designated Clean Cities Coalitions are defined as coalitions that have been officially designated by the US Department of Energy by the date of issue of Modification 003 to this FOA. Additionally, section 721 states that the prospective applicants may carry-out a project in partnership with public and private entities.
