Federal Program Description Incentive payments to eligible healthcare professionals and hospitals, participating in Medicare and Medicaid, for the purchase and  implementation of certified electronic health records (EHR) technology meeting "meaningful use" criteria, with payments targeted to begin in 2011.  There is 90 percent Federal Financial Participation (FFP) for State Medicaid administrative expenses and 100 percent FFP for the incentive payment.
