Pursuant to Title XV, Subtitle A, section 1511 of the American Recovery and Reinvestment Act of 2009 (Pub. L. 111-5) (“ARRA”), and the April 2, 2009 Grant Agreement from the U.S. Environmental Protection Agency to the New York State Department of Environmental Conservation (the “Grant Agreement”), I hereby certify that the infrastructure investment involving the Village of Granville described in the Attachment to this certification, which will be funded with amounts made available by ARRA under the heading “Clean Water State Revolving Fund” to the Environmental Protection Agency, has received the full review and vetting required by law.  I accept responsibility that such investment is an appropriate use of taxpayer dollars. I further certify that the specific information required by ARRA § 1511 and the Grant Agreement concerning such investment (a description of the investment, the estimated total cost, and the amount of ARRA funds to be used) is summarized within the Clean Water State Revolving Fund link to be posted on the public website at http://www.recovery.ny.gov, and linked to www.Recovery.gov.

  • Village of Granville, Washington County– Total project cost in the amount of $1,600,000 is being financed through the Clean Water SRF program.  The Village is eligible for up to $1,040,000 in ARRA principal forgiveness.  This project, which will be undertaken by the Village of Granville, will finance the costs associated with the planning, design and construction of an upgrade and improvements to the Village of Granville’s wastewater treatment plant. The Village of Granville will own, operate and maintain the project.

The contract execution schedule for this project is as follows:
 
 - Submit Plans and Specifications          June 23, 2008
 - Advertise for Bids                                March 1, 2009
 - Open Bids                                            April 16, 2009
 - Award Bids                                          May 4, 2009
 - Execute Contracts                               June 1, 2009
 - Construction Completion                     April 30, 2010

SEQR/SERP – Pursuant to an operating agreement between the NYS Department of Environmental Conservation (DEC) and the U.S. Environmental Protection Agency, an environmental review in accordance with the State Environmental Review Process (SERP, a NEPA-like review agreed to in the operating agreement) is undertaken with respect to each action or project financed.  The Corporation has determined that this action will finance a project that will constitute the “replacement, rehabilitation or reconstruction of a structure or facility, in kind” which is a “Type II” action under SEQR, pursuant to 6 NYCRR 617.5(c)(2).  The Project is subject to DEC SPDES Permit No. 0021547, which expires on June 30, 2014.

Resolutions/Agreements – The project was authorized pursuant to bond resolutions passed by the Board of Trustees of the Village of Granville dated March 5, 2007, May 7, 2007 and August 10, 2009 for the purpose of Phase II improvements to the Village of Granville’s wastewater treatment plant.  These bond resolutions authorized the issuance of bonds totaling $1,600,000 for this purpose. Financial assistance will be provided pursuant to a Project Finance Agreement executed by and between the New York State Environmental Facilities Corporation and the Village of Granville.

Disadvantaged Business Enterprises/Minority/Women’s Business Enterprises (MWBE) – the fair share objectives are negotiated with the U.S. Environmental Protection Agency using the guidance provided in 40 CFR, Part 33, Subpart D, and set forth in the Grant Agreement.  The MWBE fair share goals are as follows:

MBE goal:  construction contracts – 6%;
                  service contracts- 8.8%
WBE goal:  construction contracts – 6%;
                  service contracts – 8.8%
